Job Title: Procurement and Contracting Engineer

Location: Bucharest

 

Responsibilities:

Prepare offers / budgets based on the request received from the Beneficiary (study the documentation submitted by designers and / or the requirements and specifications of the beneficiary, check and prepare BoQ or propose the technical solution as part of the technical offer, elaborate the technical budget / technical and commercial offer);
Study the execution documentation and tender book in order to identify possible omissions, errors, inconsistencies; ask for clarifications where appropriate, propose optimization of technical solutions in order to increase investment efficiency and reduce costs / execution times;
Check the real situation on site where the works are to be started, make measurements and if necessary collaborate with specialists;
Provide the bill of quantities necessary for delivering the project, based on the execution documentation and taking into account the actual situation on site, in order to issue the purchase orders;
Request offers from suppliers / producers of material / service providers or specialist contractors; analyze the received offers including from eligibility perspective, prepare the acquisition report with the proposal regarding the choice of provider.
Check the completion reports issued by the subcontractors to be in accordance with the works and quantities of materials actually implemented and confirmed by the Project Manager and the negotiated unit prices;
Accept the monthly payment statements and subcontractors’ invoices when check-up and contractual conditions are met – hidden works protocols, tests, quality certificates, site instructions / change notices, etc.;
Prepare the monthly payment statements and subcontractors to be in accordance with the works and quantities of materials actually implemented and confirmed by the Project Manager and the negotiated unit prices with the Beneficiary, for issuing the invoices and cash in the related incomes.
Manage the works entrusted from the tender selection phase to implementation, completion and handing over process;
Point of contact between the company and the suppliers / subcontractors for ensuring the good execution of the agreements between parties;
Provide permanent quality control of the works that are in their responsibility;
Assists in the elaboration of the Technical Book of Construction;
Collaborates with the on-site execution team to plan activities, manage the delivery flow if materials and equipment, as well as subcontractors and required resources planning;

Requirements:

Graduate of the Faculty of Building services in Construction of Faculty of Construction, Installations Department, Mechanical Installations Specialty;
Minimum experience in industrial and logistic projects – minimum 3 years;
Knowledge of PC – MS Office, AutoCad;
English – advanced level;
Flexible, patient, attentive to detail, organized and with great reaction speed;
Negotiation skills;
